Jay N. Powell, FACHE, Chief Operations Officer
Jay Powell is chief operations officer (COO) of Aetna Better Health of Texas. He is based in Dallas where he serves as the Texas Medicaid health plan’s operations leader. Prior to assuming his current role with Aetna in December 2018, Jay worked for 30 plus years in various healthcare leadership roles in South Carolina, the District of Columbia, Pennsylvania, Maryland, Texas and California supporting government-sponsored (Medicare & Medicaid) managed care programs, as a public health consultant and project director to the U.S. Department of Health and Human Services (CDC / HRSA), and as a health professions recruiter for the military health system. In these roles, he was responsible for health plan operations, promoting and delivering products, services, solutions and staffing to federal, state and local governments, and other entities operating in the healthcare space. Additionally, Jay is a proud military veteran, having served and retired honorably with the United States Air Force.
He holds a Bachelor of Science degree in business management from the University of Maryland and a Master of Science degree in health services administration from Central Michigan University. Jay is board certified in health care management as a Fellow of the American College of Healthcare Executives (FACHE). He is an active member of several professional organizations, including the American College of Healthcare Executives and the National Association of Health Services Executives (NAHSE).
Jay has served on the board of directors for Volunteers of America Chesapeake and People Encouraging People (PEP), a community behavioral health organization, based in Baltimore, Maryland.
